1. Foundation Training of Asst. Executive Engineers (Civil & Electrical/ Mechanical)

The National CPWD Academy conducts 35 weeks foundation training for AEEs (Civil & Electrical/Mechanical) who are recruited in Central Engineering Services (CES) group ‘A’ & Central Electrical & Mechanical Engineering Services (CE&MES) group ‘A’ through Engineering Services Examination conducted by Union Public Service Commission (UPSC). The Foundation training is to provide the newly recruited officers exposure of the working of department, its mission and vision, organisational set-up, procedures and guidelines on various technical and administrative matters and to develop their overall personality for serving the department with greater sense of responsibility and accountability.

The foundation training module is designed to cover all the tenets required for an effective training. The training module is generally divided into following components:

1.1 Class Room Training

In the training module, 16 weeks are earmarked for class room training for which in-house faculty members, experienced and retired members of CPWD fraternity, officials from MoUD and faculty members from outside institutes are invited for taking lectures. The classroom training is conducted in weekly modules covering the following aspects:

• Introduction to CPWD & its functions
• Soft Skills to Probationers
• General Awareness of Office Procedures & Rules
• General Awareness of Financial Rules
• Work Execution Procedures
• Preliminary Estimates, Detailed Estimates, Detailed Project Reports, National Building Code, Structure Design
• CPWD Specifications
• CPWD Works Manual
• CPWD Accounting Procedures
• e-Governance in CPWD
• Green Building Concept and Case Studies
• Contract Management, Contract Law, Arbitration and Reconciliation Act
• Computer based design and drawings (Auto CAD, STAAD Pro & Primavera)
• Other Relevant Topics

1.2 Directorate Attachment

After intensive class room training on working of CPWD, the AEEs are attached to specialized units like CVO, CSQ, CDO etc. in CPWD Directorate, Nirman Bhawan for practical exposure of working of these units.

1.3 Site Visits

One week site visit is planned during which AEEs are taken to Construction & Demolition (C&D) Waste Management Plant, Ready Mix Concrete (RMC) Plant, State of the art STP Plant, Pre Fab Units etc. in and around NCR region.

1.4 Study Tour

Two weeks study tour to some cities in India is organized to enable the probationers to study various construction projects being executed by CPWD in different topographical conditions and also to visit prestigious heritage buildings presently being maintained by CPWD. The visit to these places also provides an insight about the country’s history and the legacy of CPWD.

1.5 Training on Soft Skills and Basic Tenets of Public Administration

Four weeks training with special focus on Personality Development and Public Administration is conducted at a reputed training institute outside National CPWD Academy. The training programme is designed laying special emphasis on improving the overall personality, communication and presentation skills of AEEs and to make them understand basic tenets of public administration including Welfare Nature of State, Office Rules & Procedures, Gender Sensitivity, Law of Land and understanding salient features of Indian Constitution

1.6 Field Training

Eight weeks have been earmarked in the training module for the field training. During first six weeks, the AEEs are attached to various projects for exposure to various field activities related to major projects in Delhi. During the site attachment, the AEEs are exposed to practical working of the construction projects. They are also required to go through various documents maintained at site for smooth and efficient execution.

Further, AEEs are attached with maintenance offices in New Delhi for two weeks practical exposure of maintenance units working during which they study various types of complaints received in service centres and possible solutions of it. Besides they learn about various types of maintenance activities carried out in residential and non-residential building complex.

1.7 Valedictory Programme

In the penultimate week of the training, a Valedictory Programme is organized by probationer AEEs and Dy. Architects to enable them to unfold their personality and demonstrate their soft skills and learn to work as a team. They get an opportunity to showcase their hidden talents and skills on stage.

1.8 Evaluation of Foundation Training

In their last week of foundation training, AEEs are required to make presentations on their entire training and the practical exposure they have gained during their site visits and field training. They are provided feedback on their presentation by senior officers of the Academy and a certificate is issued in regard to the successful completion of their foundation training.

2. Foundation Training of Asst. Arch./ Dy. Arch.

National CPWD Academy conducts 16 weeks foundation training of Dy. Architects of Central Architectural Services Gr-A cadre recruited through UPSC as well as newly recruited Asst. Architects. Training module for Dy. Architects and Asst. Architects is prepared by Chief Architect (Trg) as per training needs of cadre. They also undergo class room training. After their class room training, they are sent for study tour outside Delhi. They are also attached with HQ unit for exposure to practical working of the department.

3. Regular/ Refresher Courses at National CPWD Academy

The academy imparts training/refresher courses in all the aspects of public works. The academy conducts training programs, workshops, brain-storming sessions, seminars etc. to upgrade the techno-managerial skills of CPWD officers as well as officers of other Central Government Departments, State Governments and PSUs etc. The training programs are conducted in diverse streams such as Civil Engineering, Electrical and Mechanical Engineering, Architecture, Computer Applications and Management Techniques. A number of new courses on Green Buildings, their rating system and certification, energy efficient buildings, conservation of heritage buildings etc. have been introduced to cater to the current changing construction scenario.

National CPWD Academy brings out a comprehensive training calendar every year giving details of regular & refresher courses to be conducted in the academy for capacity building of various levels of officers round the year. The annual training calendar is uploaded on CPWD website. Options from the participants are called through CPWD website well in advance to plan these courses. Compulsory nomination is also done by the competent authority of the academy whenever sufficient nominations are not received.

Officers of other Govt. departments and PSUs can also join these training courses as per their requirements. Interested organisations need to send their application to Chief Engineer (Trg) Civil for attending these courses. Once included, these participants are charged Rs.4000/- per participant per day (excluding boarding and meal charges). Payment of course fee is made by A/c Payee banker’s cheque/ draft in favour of “AAO (Cash), National CPWD Academy” payable at Ghaziabad. Outstation cheques are not accepted. EE(HQ) is the nodal officer for adjustment/reconciliation of accounts for outside participants.

4. Mandatory Trainings

As per Recruitment Rules (RR), it is mandatory for all CPWD officers of rank of AE/AEE to SE (Civil/ Electrical)/SA to go through mid-career training for their promotion in the department. Two weeks training module for each rank is designed according to the training needs of various levels officers to groom them for taking higher responsibilities on promotion. These courses are fully residential. The details are as below:

• Two weeks mandatory training program for AE/AEE (C)/(E) on Contract Law, e-Governance, Building Bye-laws, and Building Electrification/ Building Services is conducted at National CPWD Academy, Ghaziabad.
• Two weeks mandatory training program for Assistant Architect/Deputy Architect on NBC, Green Building Concept & Norms, Building Bye-laws and e-Governance etc. is conducted at National CPWD Academy, Ghaziabad.
• Two weeks mandatory training program on “Higher Administration and Legal Matters” for officers of rank EE(C&E) is generally organized at IIPA, New Delhi covering topics like CCS (CCA) Rules, Office procedures & Administration, Public Policy, Civil Law, Arbitration and Reconciliation Act etc.
• Two weeks mandatory training program for Architects on “Higher Administration and Project Management” is generally organized at IIPA, New Delhi covering topics like CCS (CCA) Rules, Office procedures & Administration, Public Policy, RTI/ MS Project/ CPM/ PERT, Decision making process etc.
• Two weeks mandatory training program on “Higher Management” for officers of rank SE(C&E) & SA is generally organized at MDI, Gurgaon or any IIM covering topics like Leadership, Motivation, Strategic Management, Communication Skills, Conflict Resolution, Team Building, Time Management, Stress Management etc.

5. Sponsored Trainings/Courses

5.1 Inland Courses

There are mainly two types of Inland trainings/courses for which this Academy sponsors its officers. These are:

1. Courses notified by DoPT and organised by some Indian Organisation/Institute within the country e.g. APPPA course at IIPA, New Delhi and PG Programme on Public Policy and Management at IIM, Banglore etc.
2. Trainings/ Workshops/ Seminars/ Courses being organised by various Govt./ PSUs/ Pvt. Institutions within India throughout the year. Some institutions organising training programmes under this category are BMTPC, ICI, TERI, GRIHA Council, IITArb, IITs, IBC, CEAI, ISLE, CSE, CBIP, IIPA, NHIDCL, NIFM, FICCI etc.

5.2 Foreign Courses

These trainings/courses are generally notified by DoPT and are organised by some Indian/Foreign agencies/Govt. in any foreign country. These also include courses which are organised under Knowledge Co-operation/ sharing Programmes between Indian Govt. and some foreign country e.g. courses under JICA (Japan International Co-operation Agency).

6. Field Training of Engg. Students

Engineering students of 4th/6th semester of various Pvt. & Govt. engineering colleges are sent to National CPWD Academy for 4/6 weeks field training on ongoing projects as per requirement of their curriculum to get exposure of on-site working as well as to go through the technical documents related to a project work like Agreement, Drawings, Measurement Books etc. At the end of the training, a certificate is issued to the student regarding successful completion of the field training programme.

To apply for this field training, the competent authority of the institute has to send a letter to Chief Engineer (Trg) Civil recommending the name of the student for the training mentioning the semester and duration of training (4/6 weeks). The academy provides training for 4 & 6 weeks to the students of 4th & 6th semester only.
