SOFTWARE FOR INTEGRATED PLANNING APPLICATION (IPA)

2.1 SCOPE

This software has been developed to computerise planning activities in a comprehensive manner. At present following functions are performed by this package.

· Preparation of schedule for Detailed Estimate.

· Preparation of schedule for NIT.

· Preparation of Comparative Statement.

· Preparation of Justification Statement

2.2 DETAILED ESTIMATE AND NOTICE INVITING TENDER

To prepare detailed estimate user has to enter the data table comprising the DSR Item Numbers and Quantities. IPA stores all the items of Delhi Schedule of in Database form along with Estimated Rate. With this information already there, it prepares Detailed Estimate and Notice Inviting Tender. Program takes care of correct nomenclature and estimated rates and amount.

2.3 COMPARATIVE STATEMENT

Here user is first prompted to enter the names of bidders. Once this is done, he is prompted to enter item-wise rates as quoted by various bidders. Program then generates comparative statement showing total amount quoted by various bidders, quoted rates vis-à-vis standard estimated rates.

2.4 TENDER JUSTIFICATION

This software generates the justification statement based on Standard material and labour coefficients as provided in Delhi Analysis of Rates for various items. Software detects and finds as to which type of material and labour is required for the various items. User is then prompted to enter rates against list of basic material and labour. If user desires, he can ask program to take rates same as that for any particular project whose justification has been executed previously and then if user desires to modify rates for the labour/material whose rates might have changed, he can do so.

2.5 REPORTS GENERATED

This software generates the following reports:

2.5.1 Schedule of Detailed Estimate

In this report, program generates Schedule of Detailed Estimate giving various items as selected by user from Delhi Schedule of Rates, along with Non-Scheduled Items as entered by user. Non-Schedule items are grouped with Scheduled Items of same Sub Head. Sub Totals of various Sub Heads is also shown. To this total a Contingency percentage is added for unforeseen expenses. User can choose this percentage as deemed suitable by him.

2.5.2 Abstract of Detailed Estimate

In this report, program generates cost against various sub heads of Estimate like EarthWork, Concrete, R.C.C., Wood Work, Aluminium Work, Sanitary Fittings, Water Supply etc. This helps designer in optimising overall cost of the project.

2.5.3 Schedule of Notice Inviting Tender

In this report, standard Notice Inviting Tender including Bill of Quantities is generated based on detailed estimate. Bidders are supposed to quote their rates on this Performa.

List of bidders

In this report, program generates a list of various bidders.

Comparative Statement

In this report, program generates a table giving a comparative view of rates quoted by various bidders vis-à-vis standard estimated rates. This helps in judging the pattern of rates and bidders who have quoted abnormally low or abnormally high rates for certain items and making an idea about such consequences of such rates being accepted.

2.5.4 Summary of comparative statement

In this report program displays total amount as tendered by various tenderisers vis-à-vis total estimated cost. From this user can see at a glance who have tendered lowest and who have tendered closer to justified realistic cost.

2.5.5 Detailed Analysis of Rates

In this report, program displays in detail the entire calculations for derivation of justified rate for each item showing all the labour and material required for that item, carriage charges that may be required, their coefficients and contractors overheads etc. This is in accordance with standard Delhi Analysis of Rates.

2.5.6 Item-wise Abstract of justification

In this report, program displays item wise abstract of justified rates and their estimated rates. From this user can compare justified rates, estimated rates vis-à-vis rates quoted by various tenderers.

2.5.7 Item-Wise Details of Quantities of Each Labour and Materials

In this report, program gives item-wise list details of requirement of labour and material. Knowing the sequence of execution of various items, one can work out the requirement of various labour and material at any time.

This is quite useful in Project Management as this report can be used for resource planning and levelling. With this one can optimize flow and procurement of various resources like labour, material, cash etc.

2.5.8 Abstract Of Quantities of Labour and Materials for the Execution of Works.

In this report, program generates total quantities required for various labour and material for entire project. This information is very useful in placing the orders for various materials in bulk at appropriate time.

2.6 GRAPHICAL USER INTERFACE

With the Windows being adopted as widely used operating system, nearly all applications are being designed as user friendly. User can work with these applications with little or no training. Graphical User Interface of this application has been designed in a simple yet effective and user friendly manner. The standard Windows conventions have been followed.
