Systemic Improvements Initiated Recommended by Vigilance Unit 1 - Formulating Transfer and Posting guidelines up to the rank of Assistant Administrative Officers in CPWD. 2 - Modification / Amendment of Para 16 of Annexure 20A.12 of CPWD Works Manual 2014 (Systemic Improvement Recommendations No. 19) 3 - Regarding grant of provisional EOT & specifying authority competent to take action under clause 2 & 5 of the agreement. 4 - Regarding effective monitoring of implementation of transfer and posting orders. 5 - Consideration of high rated items as compared to their estimated cost while acceptance of the tender. 6 - Clubbing of various specialized electrical & mechanical services for invitation of tender. 7 - Call of quotations for supply of material. 8 - Systemic Improvement regarding imposition of levy of compensation under clause 2 of the agreement. 9 - Call of quotations through e-tendering process. 10 - Mechanised cleaning of water storage tanks - Systemic Improvement. 11 - Systemic Improvement in CPWD Works Manual. 12 - Recommendations for Systemic Improvement in recruitment of Khallasi, Beldar, Sweeper and Sewerman etc. 13 - Recommendations for Systemic Improvement in Transfer and Posting Policy for officers of all level, from JE to SDG. 14 - Review of provision of Para 4.1 & 4.2 of CPWD Works Manual 2014. 15 - Misuse of user Ids & passwords in organisations - Preventive Vigilance measures 16 - Systemic improvement for disposal of dismantled materials. 17 - Major workload of Horticulture wing is about maintaining the gardens, lawns, hedges, shrubs etc. and these items are being operated as a non-schedule item in all the horticulture units throughout the country. Vigilance has recommended to incorporate these items in the schedule of works for the horticulture works so that uniformity is maintained throughout the country. 18 - Systemic improvement in procurement. 19 - Recommended many improvements in the NITs pertaining to the horticulture works particularly regarding to supply of flower pots and decorated plants. Recommendations are also made for non-splitting of works and sanctions. 20 - Recommended for systemic improvements in the Consultancy agreements for composite works to bring in clarity of procedures for making fee payments. 21 - In order to bring transparency in the procurements recommended implementation of ‘e-procurement’ in place of manual provisions for supply of materials. Also recommended for clear declaration of financial powers and also improvements to bring clarity in procedure. 22 - Procedure of approval of private labs was ambiguous resulting in a lot of complaints. After studying these complaints Vigilance has suggested corrective measures which resulted in the revision of the Manual provisions. 23 - Policy decision regarding allowing of revocation of already determined contracts. 24 - Detailed recommendations were submitted for formulation of a clear and transparent Transfer/Posting policy for all ranks of officers and timely rotation of officers from sensitive to non-sensitive postings. 25 - To reduce the frequency of conducting tests for building materials which will result in substantial saving to public money. Implemented by CPWD 1 - Systemic improvement - Sanction of secured advance. 2 - Publicity of NIQ while calling quotations for award of work without call of tender. 3 - Ensuring removal of malba from roofs of buildings. 4 - Regarding inappropriate cancellation of NIT. 5 - Rotation of officials working in sensitive posts- Addition/Deletion of posts to/from the list of sensitive units 6 - Deficiencies in the NIT of security related works (Providing Security Guards). 7 - Sensitizing the public about corruption - Display of standard notice board by departments / organisations - regarding. 8 - Senior supervisory officers of the rank of SEs, CEs and ADGs were asked to monitor timely finalisation of bills of the contractors. 9 - Instructions issued for timely payment of bills of local bodies so as to avoid payment of surcharges. 10 - Tender notices of various works 5 crore and above in respect of civil works, Re. 1 crore and above for electrical works and Rs. 10 lacs and above for horticulture works were made essentially to be sent to Vigilance Unit for scrutiny. 11 - Instructions issued to send copies of all inspection reports to vigilance unit from the Quality Assurance Wing/CSQ Unit so that Vigilance unit can thoroughly examine these reports from the vigilance angle. 12 - Precautions to be taken for preparation of detailed estimates to avoid vagueness in the nomenclature of the items and disputes at a later stage. 13 - A number of irregularities which occur at planning, tendering and execution stages in CPWD works were pointed out. 14 - Issuing TDS certificates in respect of income tax and Value Added Tax in a time bound manner to avoid unnecessary harassment to contractors.
